มาตรฐานไอเอสโอ (ISO) คืออะไร มีกี่ประเภท
มาตรฐานไอเอสโอ (ISO) คืออะไร มีกี่ประเภท • ISO ย่อมาจาก International Standardization and Organization มีชื่อว่า องค์การมาตรฐานสากล หรือ องค์การระหว่างประเทศว่าด้วยการมาตรฐาน ก่อตั้งเมื่้อปี ค.ศ. 1946 หรือ พ.ศ. 2489 มีสำนักงานอยู่ที่กรุงเจนีวา ประเทศสวิตเซอร์แลนด์ มีวัตถุประสงค์คล้าย ๆ กับองค์การการค้าอื่นๆของโลก คือจัดระเบียบการค้าโลก ด้วยการสร้างมาตรฐานขึ้นมา ใครเข้าระบบกติกานี้ถึงจะอยู่ไำด้
• ช่วงที่ ISO ก่อตั้งขึ้นเป็นช่วงสงครามโลกเพิ่งจะจบลงใหม่ๆ ดังนั้นประเทศต่างๆก็ไม่ได้ให้ความสำคัญกับเรื่องนี้มากนัก ต่างคนต่างขายของ โดยมีระบบมาตรฐานไม่เหมือนกัน จนกระทั่งในปี 2521 เยอรมนีเป็นตัวตั้งตัวตีให้ทั่วโลกมีมาตรฐานคุณภาพสินค้าเดียวกัน ส่วนองค์กรมาตรฐานโลกก็จัดตั้งระบบ ISO/TC176 ขึ้น
• ต่อมาอีก 1 ปี อังกฤษพัฒนาระบบคุณภาพที่เรียกว่า BS5750 ใช้ในเชิงพาณิชย์ได้สำเร็จ จากนั้นในปี 2530 ISO จึงจัดวางระบบการบริหารเพื่อการประกันคุณภาพที่สามารถตรวจสอบได้ผ่านระบบเอกสาร หรือที่เรียกว่า อนุกรมมาตรฐาน ISO 9000 เป็นมาตรฐานที่กำหนดใช้ในทุกประเทศทั่วโลก
• ตัวเลข 9000 เป็นชื่ออนุกรมหนึ่ง ที่แตกแยกย่อยความเข้มของมาตรฐานงานออกเป็นอีก 3 ระดับ คือ ISO 9001 , ISO 9002 และ ISO 9003 นอกจากนี้ยังมีอีกอนุกรมหนึ่งคือ ISO 14000 เป็นเรื่องของสิ่งแวดล้อมและระบบคุณภาพ 9000 เป็นแนวทางในการเลือก และกรอบในการเลือกใช้มาตรฐานชุดนี้ให้เหมาะสม…..
ประเภทของมาตราฐานไอเอสโอ (ISO)
• ISO 9001 มีระดับความเข้มมากที่สุด คือหน่วยงานที่จะได้รับอนุมัติว่ามีระบบคุณภาพมาตรฐานสากลในระดับนี้ จะต้องมีรูปแบบลักษณะการทำงานในองค์กรตามมาตรฐานที่กำหนดไว้ 20 ข้อ โดยมีการกำกับดูแลตั้งแต่การออกแบบ การพัฒนา การผลิตและการบริการ ยกตัวอย่างชื่อหัวข้อที่พอจะเข้าใจ เช่น กลวิธีทางสถิติ การตรวจสอบการย้อนกลับของผลิตภัณฑ์ การจัดเก็บการเคลื่อนย้าย เป็นต้น
• ISO 9002 ก็เหลือเพียง 19 ข้อ ดูแลเฉพาะระบบการผลิต การติดตั้งและการบริการ (ตัวกลวิธีทางสถิติออกไป)
• ISO 9003 ก็เหลือเีพียง 16 ข้อ ดูแลเฉพาะการตรวจสอบขั้นสุดท้าย
• ISO 9004 เป็นแนวทางในการบริหารระบบคุณภาพเพื่อให้เกิดประสิทธิภาพสูงสุด
• ถ้าอธิบายด้วยภาษาง่าย ๆ ISO 9000 ก็คือ การกำหนดมาตรฐานสากลในการจัดระบบงานของหน่วยงาน ให้ตรงตามที่มาตรฐาน ISO 9000 กำหนดไว้นั้นเอง
• หน่วยงานที่คิดว่าตนเองจัดรูปแบบได้ตามที่ ISO 9000 กำหนดไว้แล้วจะมีหน่วยงานที่เข้ามาตรวจสอบและออกใบรับรองให้อย่างเป็นทางการ คือ สมอ. หรือ สำนักงานมาตรฐานอุตสาหกรรม กระทรวงอุตสาหกรรม ถนนพระราม 6 กรุงเทพฯ 10400 โทร. 02-202-3428 และ 02-202-3431 อย่างไรก็ตามมีบริษัทต่างชาติที่เข้ามาเป็นผู้ตรวจสอบและสามารถออกใบรับรองให้ได้
ขั้นตอนการขอ ISO 9000 มีดังนี้
• เริ่มจากการขอข้อมูล ยื่นคำขอ ตรวจประเมิน ออกใบรับรอง ตรวจติดตาม ตรวจประเมินใหม่ ส่วนการเตรียมระบบคุณภาพมี 4 ข้อใหญ่ ๆ คือ
1. ทบทวนสถานภาพกิจการปัจจุบัน
2. จัดทำแผนการดำเนินงานระบบเอกสาร
3. นำระบบบริหารงานคุณภาพไปปฏิบัติ
4. ตรวจสอบประสิทธิภาพของระบบคุณภาพ
• ค่าใช้จ่ายในการดำเนินการเรื่องนี้ตกประมาณ 2-3 แสน ถ้าเป็นสินค้าหรือบริการส่งออก รัฐบาลจะช่วยออกเงินให้ครึ่งหนึ่ง ส่วนเวลาดำเนินการจะประมาณ 6 เดือนถึง 1 ปี
มาตรฐานไอเอสโอ (ISO) ใช้วัดคุณภาพ อะไรบ้าง
1. โรงแรม ภัตตาคารและการท่องเที่ยว
2. กลุ่มคมนาคม สนามบิน และการสื่อสาร
3. สาธารณสุข โรงพยาบาล คลินิก
4. ซ่อมบำรุง
5. สาธารณูปโภคต่าง ๆ
6. การจัดจำหน่าย
7. มืออาชีพ การสำรวจ ออกแบบ ฝึกอบรม และที่ปรึกษา
8. บริหารบุคลากร และบริการในสำนักงาน
9. วิทยาศาสตร์ การวิจัยและพัฒนา
